MORRISON-DAYAN, RACHEL A Viable Care Migration Framework for Australia's Ageing Population The thesis investigates how Australia’s migration framework ought to be optimally structured to source migrant personal care workers (MPCWs) in the context of an ageing population, a prospective aged-care deficit, and the need for MPCWs in niche sub-sectors, including Australia’s culturally and linguistically diverse and more remote populations. The thesis makes concrete recommendations to improve the Labour Agreement stream of the Temporary Skills Shortage visa program, and concludes that a new low-skill visa would be the optimal way to source MPCWs. The thesis also analyses the reasons why MPCWs not been sourced through the more accessible standard business nomination stream.
