Initiatives based upon the World Health Organisation Health Promoting Schools framework have been shown to have positive impacts on adolescent health, yet are not adopted consistently as policy. This research used policy documents, interviews and observations to explore implementation of the Health Promoting Schools framework in Victorian secondary schools.
